con job

i cant remember which item this was but if it was sold by the seller billydunn then i was totally conned buying this item as the seller did not send any item and also hustled another 2 victims within a spate of 10 days.
i strongly feel that ebay does not protect the buyers enough compared to the sellers , i think the sellers have their own network and thus exchange information )...my guess is that you'll say well there is the forum..bla bla bla...but not many people go scrutinise the forum as the issue of interest may have been discussed ages a go and you have to go through throngs of pages just to read the topic of interest.....
1)although ebay advises against people paying by cash this is not displayed enough to the first time buyers. although there is advise to use the regulated payment system i think ebay can do more to protect the buyers...for example, i am sure that ebay goes through the item listing and are aware of how the item is being described and how payment is to be made bla..bla..bla and when a seller starts posting in their listing that they only accept cash payment for what ever reasons, ebay must start blocking these listing or start displaying flash signs to say buyer beware...this will definitely deter people from trying this con and make potential buyers be very thorough in their bidding.
2)there must be another step before an item is confirmed sold and the winning buyer starts making payments..like a holding deposit by the seller or something to that effect
3)i think ebay must insist and make it compulsory that both seller and buyer display their landline as a landline will lead to a confirmed address so if there happens to be a con job either party will have it easier to track down their con man ( also makes it easier for the police to investigate and trace the con man )......i feel that if you are a true seller and buyer providing the landline would not be an issue.....as it might not be comfortable for some people to display heir home address.
4)it is very frustating for a buyer who has been conned trying to get information about a seller as ebay protects them to much insisting that any information about the seller can be given to the police or legal counsel...if a buyer starts complaining that a con job has happened to ebay then ebay should inform the buyer whether or not ebay themselves are able to contact the seller and clarify the matter as ebay has all the details of the seller.
a buyer can only hope to try and communicate via email or mobile and if the seller cuts these tools off then what would then be the mode of communication????
the mechanism suggested above may have already be in place but i think needs fine tuning.
try doing a database of complaints... are there more buyer's being conned or are there more sellers not receiving payment..do the maths and display your statistics.....i have a feeling that in ebay UK , nearing a long bank holiday or school holiday, this is when you get con jobs...people trying to get cheap travel money at the expense of an honest buyer...and it seems ebay is allowing this to happen by not doing enough to protect the buyers
